The Tánaiste says she cannot put a date on her plans for a second year of free pre-school education.
Joan Burton says the issue would have to be negotiated as part of the next programme for government.
Last night at the Labour Conference in Co Kerry, Joan Burton said a second year of free pre-school education would be a major part of Labour's next election platform.

Joan Burton admits will need to go into talks:
Ms Burton also says that everyone in Ireland should feel the benefit when Ireland finally sells its shares in the bailed-out banks.
She says she wants a "social dividend" when the shares are finally sold.
The Tánaiste says the government would "make the right decision" on when to sell AIB.
But she wants the proceeds from that sale to be felt throughout society.
